The scientific knowledge needed to show climate effects and trends appears to be well developed and valid for use, but social, economic and political aspects have always caused differences, which have delayed efforts to solve problems (Maslin, 2007). While the world is still struggling to find a better and more effective way to deal with these effects, very few efforts have been made to do so on a global scale, with each nation trying to have its own way of dealing with these problems. Furthermore, disputes over responsibilities by nation or region have represented an obstacle in finding a solution to these problems (Brown & Leipold,
