Currently most cybercriminals are only prosecuted for minor crimes because law enforcement does not see the impact of these crimes on nations. The justice system does not know how to consider these crimes to judge them fairly. During a speech in San Francisco, FBI Director Robert Mueller said (Hofmann, M. 2012): “Applying lessons learned in the fight against terrorism to address the cyber threat is certainly a reasonable approach for now. But while addressing terrorism required a different approach than addressing a conventional military enemy, effectively addressing cybercrime will also require new strategies.” This is a truly chilling comparison and shows how influential cybercriminals can be. They should be treated as terrorists for most of the crimes they commit. Some steal money or distribute pornographic material. Others shut down government systems, steal government information, or expose sensitive information. These are all the acts of a terrorist or spy, not a common criminal. And everything needs to be approached differently
