The Code of Hammurabi describes in a slightly different way how a society should maintain stability and avoid chaos. In this code of conduct it is more like something like the Bill of Rights where every idea is expressed in the form of law. For example, in the 15th Amendment of the Code it reads “15: If anyone takes a male or female slave of the court, or a male or female slave of a freed man, outside the gates of the city [to escape], he shall be put to death. death". It is a list of laws followed by a consequence, whether it be minor or as harsh as the death penalty. If there were such harsh punishments, I think the legislators or theorists would see it as a kind of fear that would prevent people from committing the crime. There are people who break the law and make stupid decisions, but that would keep the number of people who make stupid decisions and break the law at an even lower level.
