The Capital is a reflection of the rich who lived in Rome. Since Rome was successful thanks to slave labor, the rich had nothing to do and were bored. To please everyone, gladiatorial games and other forms of entertainment were held. In the capital the parties, food and public appearances are of a high standard; as well as in Rome. The name Panem itself comes from the Latin expression “Panem et Circenses” which means “Bread and Circuses”.
