The delivery of computing solutions has changed dramatically over the past thirty years, moving from centralized mainframe computing to distributed client-server solutions. The consumption of information technologies and services (IT&S) has been accelerated by advances in network performance and structures, consumerization and, in particular, the adoption of Internet services. Enterprise applications have also gone through a similar shift, moving from bespoke in-house mainframe systems to packaged products and, more recently, distributed application frameworks (as seen on the iPhone). The method of purchasing and contracting support for these systems has not kept pace with this complexity. Initially, customers with in-house development and operations capabilities purchased hardware, software, and maintenance. In many cases this is now carried out on behalf of the customer by a systems integrator or outsourcer. Businesses, however, have high expectations of IT and its ability to quickly solve today's problems. This has led to a series of rapid development and project management methodologies, risk-reward arrangements, and an erosion of the professional standards and quality of service once common in the mainframe era. There is a clear disconnect between the static world of reliable IT solutions and the dynamic demands of today's modern business environment. This forces the customer to question their “time to market” options, the costs involved in the business and the value for money they receive from their IT solution. Customers believe they are paying for IT features they rarely use or appreciate.
