He didn't win, he came second behind Paul von Hindenburg. But soon after President Hindenburg had no choice but to make Hitler chancellor, because of all the support Hitler had. Once in office, Hitler began making the Nazis a part of the government and gained all control over emergency powers. Hitler had just enough power to do what he wanted. In the following months the concentration camps were opened. The first was opened in the Bavarian town of Dachau, the people who were sent there were political opponents of the regime. It wasn't long before others were sent there. The prisoners included Jews, homosexuals and gypsies. Propaganda was Hitler's best friend: “He also promised an end to unemployment and pledged to promote peace with France, Great Britain and Soviet Russia. But to do all this, Hitler said, he first needed the enabling law. A two-thirds majority was needed for the law to effectively amend the Constitution. Hitler needed 31 non-Nazi votes to approve it. He obtained those votes from the Catholic Center Party after making a false promise to restore some fundamental rights already taken away by decree” (The History Place). They voted for Hitler.
