Welfare, a government program created to assist needy citizens, enables rather than rehabilitates them. There are many ways to make the welfare program a more productive and efficient program by changing welfare program managers, providing a rehabilitation program, changing welfare incentives, and establishing mandatory drug testing. The overall intent of Welfare is to provide low-income Americans, as well as children, with money to tide them over until they can get back on their feet. Yet the evidence indicates that, instead of helping children and parents, they harm them. Welfare has good intentions; it just needs guidance to show its true potential. Instead of having control of welfare programs, communities or churches should take control. Welfare recipients become too dependent on the government to provide for them.
