Community correctional programs in the United States are founded on the same principles of promoting public safety and security by housing any individual who has broken the laws established by society. However, while there are many similarities, there are also many differences in each individual state's correctional programs and philosophies. Accordingly, these similarities and differences for the states of North Carolina and Oregon will be analyzed and explored individually. The state of North Carolina supports its mission of protection and safety of its citizens throughout the state by providing viable alternatives and meaningful supervision to offenders. placed under their custody. The goal in North Carolina for the Division of Community Corrections is to use practices that have been empirically tested and shown to reduce recidivism among offenders. Emphasis is placed on using evidence-based practices to achieve the State's overall goal of “no new crimes and no new victims” (North Carolina Division of Corrections). It is evident that this State's goal is to accomplish its mission by achieving an equal balance of control and treatment for offenders that will positively influence their behavior and lifestyle patterns (North Carolina Division of Community Corrections) . This statement of intent in itself indicates that the state of North Carolina is willing to invest the time, energy, and budget necessary to rehabilitate offenders in their correctional system. This statement of intent also indicates that this State assumes overall responsibility for its correctional system. Therefore, the mission of the state is to rehabilitate its offenders. However, the state of Oregon, on the other hand, has… mid-paper… the deals they offer are truly different from each other. As a result, one state's programs cannot accurately be said to be better than those of others since it appears that each state offers what its budget allows and what seems to work for each individual state. Thus, while the state of North Carolina's rehabilitation efforts appear to lower the recidivism rate, the state of Oregon's principle of holding the offender accountable for their actions also appears to have an impact on the recidivism rate in addition to being an impressive tactic.
