The inner circle of the United Nations, the United Nations Security Council (UNSC), is made up of world powers, five of which (USA, Russia, China, France and the United Kingdom) have veto power over everything the UN intends to approve. Political differences between the democratic-leaning United States, France and the United Kingdom, and the much less democratic China and Russia, often result in policies being less likely to pass without a veto. Likewise, political tension often results in back-and-forth, leading to ineffective organization.
