How should they be valued if they don't work or have no expenses to take care of? It would not be fair to those parents who lose their child and receive nothing for their life. It would be easier; however, if they were valued based on what they learned over their lifetime, even if it was a short time. Children also need to be taken into account, not just the elderly who have jobs and live more fulfilling lives.
