CHAPTER 1 BACKGROUND OF THE STUDY "We, the people, are the rightful masters of both Congress and the courts, not to overthrow the Constitution but to overthrow the men who pervert the Constitution", line of Abraham Lincoln [online] pointing to the corruption of a nation. For everyone, the government is the only body of a country - which protects the rights of its citizens; it is that which is concern for the laws to be implemented that are equally made for his people; as an organization it is concerned with its members to help them in their needs; and it is an authority where there is transparency on how they work among others. But what is happening nowadays is the opposite of the above statements. And most of its people are aware of the officials behind this confrontation. Every citizen wants to have a country where there is transparency. A transparency that demonstrates unity and equality among the law, officials and of course for its people is what most of them want; that it can somehow reduce problems in supporting the needs of others; which helps spread the income and expenditure of the country; which warns its citizens that they live in a democratic country; a way for the nation's citizens to view the activities of elected officials; and, of course, a key that somehow reduces corruption in government. However, this transparency is also practiced, the saddest part is that not all officials are aware of this. This is why corruption in the Philippines is one of the biggest dilemmas they are still facing. The government officials whom people trust are nowadays the ones involved in the major issue of the country which is the Priority Development Assistance Fund (PDAF) scam, or the pork-barre......middle of paper... ...tp://www.merriam-webster.com/dictionary/corruption).Government- is an institution that holds the exclusive power to enforce certain rules of social conduct in a given geographic area. (http://aynrandlexicon.com/lexicon/government.html) Priority Development Assistance Fund - or pork barrel, part of the Philippine government, is the budget to be allocated in different sectors that is given to the Senate and Congress. In politics, transparency is used as a means to hold public officials accountable and fight corruption. When a government's meetings are open to the press and public, its budgets can be reviewed by anyone, and its laws and decisions are open to discussion, everything is seen as transparent and there are fewer opportunities for the authorities to abuse the system for its own interests.
