The Missing Costs and Benefits: Almost all private projects focus on monetary profits, they rarely think about social ones. Monetary profits are not a good measure of net social benefits. Here it is important to understand that future costs and benefits form the basis for future decisions; which are based on a clear assessment. Social Values and Shadow Prices: The purpose of social benefits analysis is to use a hypothetical rather than expected price when evaluating the project. A shadow price is an important feature of social benefit analysis; here the discount rate, which arrives at the present social value (PSV), is different from the market interest rate. Shadow prices reflect real costs and benefits to society better than actual prices; some consider them real, because they do not reflect current prices, but are closer to reality. Types of costs to be borne by users Cooperation schemes face different types of costs. Some of them are: Land Cost: Land cost is the main cost considered by people; the cost forced them to buy land not far from the city. However, it is not surprising that no feasibility report is prepared; The committee decided to purchase the land based on prices, meaning there was no possibility of any social analysis. Construction costs and services: the construction cost is borne by the members in the future; but they have to pay other costs before construction: they have to asphalt the roads, sewerage costs, electricity, water pipes and water tanks.
