People work hard in life so that they can own property and after they acquire property, they need the property to be protected from those who intend to take it away . The process of acquiring property can involve legal and illegal activities. While acquiring property people should make sure that they use only means. In every country there are people who live in adverse conditions and therefore are unable to provide for themselves and, in this regard, the state should provide for them (Cooper, 2010). This is because the state has the mandate to serve its citizens who should serve as masters. This group of people must be helped by the government and the help should not be classified as charity but as a social duty of the state. In this regard, the government should ensure that no one goes without food, clothing or shelter. In other words, it should ensure that everyone is provided with all basic necessities. James (2011) suggests that his own body belongs to him, so he has command over his own body and since he can only possess what he is capable of using, anything he cannot use is a waste. Having taken enough and satisfied, whatever is left and which is considered leftover should be given to others. According to Cooper (2010) justice requires one to get what one deserves and in this case the disheveled man asks for money because it is what he needs most. Even though it is the government's right to ensure that these people are provided with all their basic needs, I will give them money. My decision to give money to that man is because I am the owner of what I own, so I can command how it is to be used. And since I know that everything I am capable of belongs to me and what I cannot use... middle of paper... it is necessary that these rights are protected. Although the government has programs such as charitable, social and public works that require funding from citizens, it should not obtain the funds by unintentionally taxing citizens. If it did, it would be theft from citizens, which would constitute a criminal offence. By voluntarily supporting these activities, citizens will help citizens in need who are unable to adequately provide for themselves. The government should ensure that every citizen has access to all of their basic needs, but those who are wealthy should also assist the government in supporting the less fortunate.
