We live in a world where there is probably a camera on every corner. Technology has been helpful many times in reporting abuse by having digital evidence to support the report. Almost all cell phones have a camera. As a citizen you have the right to record any encounter with law enforcement. Most of the time an agent will tell you that you can't record them, which is a lie and they are just trying to protect themselves from getting caught. If as a citizen you see an officer abusing the law and violating human rights, you have the legal right to record and report the incident.
