They would get away with using their authority to do whatever they want, including torturing others, even when it is against the law. If Mr Virabyan had not taken his case to the European Court of Human Rights he would have suffered the pain inflicted on him and would not have received justice. In Mr. Virabyan's case, the police were not questioned as much as Mr. Virabyan because they are the authority. If citizens do not appeal or fight for their rights, the police will be able to continue to abuse power against citizens and foreigners. Another possible outcome that could occur if the situation is not taken seriously is that citizens will start torturing each other. Citizens will begin to feel whether the authority can get away with such acts of torture, and so can I. They will start to hurt each other, both to show who is more powerful and for interrogation purposes, so they can get what they want. If torture became a norm in Armenia, the state would become chaos because everyone would start torturing each other
